Boulder's SmartRegs Only One Step Away from Reality

The Boulder City Council unanimously approved the second reading of SmartRegs, the ordinance that will compel owners of rental properties to make energy efficiency improvements to their properties by 2019. The ordinance is due for a final reading on Sept. 21, after which the Council will all but certainly vote it into law.  Under SmartRegs rental property owners will have to have their properties meet energy efficiency measures based on a 100-point scale.

For some, this will not be a difficult task, but for owners of older, more out of date properties there is a vast distance between where they are today and the required 100 points on the SmartRegs scale. It is for that reason that the council chose to implement this program over an 8 year period, to give owners the chance to make improvements a little bit at a time. All the same, the city would like to see at least 500 rental units complying with the SmartRegs rules by the end of 2011, and for that reason rebates and other incentives will be put in place, expected to be available for about the next three years, to encourage landlords to make the upgrades before they're required.
